Paramilitary Training in the xxx Region - benefits?

Playing as Germany, I found I had quite a bit of political power that I wasn't using, so I decided to select the option: Paramilitary training in the xxxx region. I had about seven or so regions as choices and I selected them all. It was my understanding from reading the description that I would receive some army experience. I checked my army experience gain before and after I had activated all of those decisions, and I didn't see any change. So I thought that maybe the experience was awarded 90 days or 120 days after the events began, but to the best of my recollection, I didn't see a huge jump at that time either. It looked to me like I just wasted a bunch of political power on decisions that gave me nothing I could see. Even if they had awarded 20 army experience each, I would think I would have noticed a 7x20=140 experience gain, but I sure didn't. Have I misunderstood the purpose of those decisions or do they simply not work as intended at this point? Thanks.

Have I misunderstood the purpose of those decisions or do they simply not work as intended at this point?

You should be getting the option "Paramilitary Training in [x]" where [x] is a puppet controlled by you; often these will be your Reichskomissariats, Hungary, Romania, Vichy(?) &c &c. They are the ones who get the effects, of army xp and of fascism drift. The fascism drift is probably the primary intended use, I guess...

Ahh yes. That makes sense that they were my puppets. I was pretty far into the game before I found this. So I'm simply strengthening my puppets. Well, good to know how the training is used. Thanks!

Yeah these focuses are mainly to prevent your puppets from flipping in edge cases (there were complaints before they were added that puppets could flip back to their old ideologies due to spirits that wouldn't go away) and I guess if you want to play multiplayer with a buddy
