Historically really inaccurate as there was no Albania in entire EU time frame, not just 1444.
This is very debatable. Obviously there was no legitimate centralized government of Albania, but the league of Lezhe was of significant importance in the political landscape of the region. They actually held land, and this land was neither Venetian nore Ottoman, even if it makes sense for them to have claims/cores on it. An unique government type would obviously fit them more because this was no monarchy, some kind of "feudal council", but if we go into such details then half the countries on the map would need unique government types. Switzerland for instance wasn't really entirely a state in the beginning of the timeframe. Most European kingdoms had a strong semi-independant nobility. The league of Lezhe is not that far from these. And we obviously need to think in the longterm. Would Skanderbeg have been able to successfully repel the Ottomans to the point where the League would have been recognized by Mehmet himself, then the likelihood of a proper Kingdom of Albania would have been very high, with Skanderbeg starting his own dynasty and, why not, striving.
Depicting the League of Lezhe as an Albanian State that only owns 1/3 of his core provinces seems very accurate to me, unless you think an Albanian patch to create an unique government type is an absolute priority.
I think this could be cool to have something like this and have it transition into a normal feudal state via event, but I would rank several hundreds of issues above this one. Like Belgrade.
