I would suggest a new system regarding warscore.

Every wargoal in a conflict will get it's own warscore.

Attacking Nation would be known as aggressor. Attacking Nations would only gain warscore if they accomplish the tasks for their wargoal(s).
Defending Nations would gain Warscore over time, if they are able to prevent the aggressor from succesfully completing wargoals.

Example: Prussia vs. Austria

Prussias wargoals: Take Saxony from SOI, Aquire Bohemia.

Now the prussians would need to fullfill certain tasks for gaining warscore. They would need to occupy Bohemia, and hold the state over a fixed time, thus gaining score for the "aquire Bohemia"
wargoal. If saxony is participating in the war, it would be needed to conquer saxony and hold them occupied, just like in the Bohemia wargoal. If Saxony would not be in the war, Prussia would need to gain a fixed score
to force Austria to release them. (By combat or naval blockade).

Austria, as defending nation, would gain Warscore every month they were able to prevent Prussia from accomplishing their wargoals.

By using this System of seperate wargoals it could be possible that Prussia may be able to occupy Saxony, and collecting the needed Warscore for that Wargoal, but Austria could
hold the prussian Advance back at the prussian-czech border, preventing them from gaining enough Score for the Aquire Bohemia Warscore.
This system would maybe solve the problem that wars with multiple wargoals are always ending in white peace, when the demanding nation was not able to reach the very high War Score needed to accomplish all their
goals.
Instead of seeking white peace, Prussia could consider itself satisfied with getting Saxony in their SOI. Additionally Austria would not need to start an all out offensive into prussian territory, just to settle the
war with white peace, because Austria could end the war by just holding it's borders and Saxony for maybe 2 years (?).

You actually do get a lot of warscore for the capital, plus it almost always makes them negotiate a peacedeal. Austria's pretty big, so the warscore you get is reduced, but that doesn't mean that you don't get more than you would if you captured something else.

I'm with RedRalphwiggum. I want expanded diplomacy. I want a crisis mechanic with ultimatums and active consultation with allies ("No, France, we won't back you against the Ottomans, so quit demanding that they give up Syria." I want conferences that can redraw the map of Africa and Europe. And I want economic techs to reduce factory build times so that I don't have population growth exceeding factory expansion rates. :)

Yeah, ultimatums would be nice, do a "gimme this or we kill you", if its not the entire country, they might decide to gave it.

The current system is basically Eu3's plus spheres, as with every era, diplomacy needs to be reworked for each, ultimatums, guarantees, dipolmatic conferences similar to the berlin conference and congress, stances towards enemies/allies and claimed territory so your allies/the ai knows would all be nice. If infamy is taken out and reworked in to a concert of europe/balance of power mechanism (It is based on growth of power, rather than simply infamy, it a country gets too powerful, countries should gang up on it, even if it as under the infamy limit), and have alliances shift rather than containment wars, so a super germany would have the rest of the world trying to kill, consider the expansion bought.

A warscore system like the one in CK2 would suffice imo. If you havent played CK2 it works like this an occupied province will accumulate warscore as time passes by so for example if the WS starts at 5 it could in a few months time be up to 10 or more.

I also want to add once more, please fix how the AI uses their navy, currently they NEVER move any significant amount of troops over water no matter what enemy theyr facing, thus making great powers like USA and GB in to nothing more then paper tigers who you never actually have to fear unless you share a land border with them, it also of course makes them almost totally useless as allys. (the only use you have for them is that if your allied to a high military score country it makes other nations more reluctant to attack you)

I also like the ultimatum idea posted previously in the thread, more diplomacy is sorely needed in this game. Somehing id find interesting is cultural research that opens up more diplomacy actions such as funding rebel in foreign countrys (perhaps for the cost of infamy+free cb for enemy if detected)

Also all mayor rebellions should divide a country like the ACW-event making it in to an actual civil war rather then a repetetive task of wack a mole.

I would like to see a more advanced political system, it would be interesting experimenting with different forms of government in a greater degree. Having control over the upper and lower houses of parlament gives different benefits. And loosing control over the legeslative branch of government during a war due to some movements involvement in politics would be a great challange. To center all power in your hands as an absolute leader with legeslative, executive and judiciary power, or to leave it to the masses.

I would also as many others see other features improved and expanded, but what I find the most lacking in Victoria 2 is a lack of flexebility in the internal mechanics of the management of the state.

Also a economical system that didn't glorify keynesian theories as much would be nice. :)

I agree, as it is now, it seems silly that if you want some minor colony, often you will have to launch a mainland invasion of your enemy. If you hold their colony for years, you should be able to keep it. I would hope something like that is easy to implement.

I dotnknow if we need a cabinet system but at least Rulers with Dynastys and skills, not like CK more like EUIII.

If I had to choose a limited number of improved features for Victoria 2, cabinet won't be among them. Political system with parties and issues is so rich and has such a potential to keep developing that make that pointless IMHO. More interaction between social movements and elections would be very interesting indeed.

Ottomans are way too powerful for 'the sick man of Europe'. They just never loose any of their Balken territory, Russia should have a free Orthodox people on them. USA type politics need more work, not based on British Parliment.
