I think sharing maps should be made pretty difficult to do. I think only most close allies should share maps, albeit naturally for monetary exchange. Example: Portugal would be willing to exchange maps with its long-time ally England but not to its rival Spain (although they seem to rarely rival each other). Also, another criteria to make it possible would be if the country A holding knowledge of areas unexplored by country B is in heavy debt, enough to motivate it to sell maps, possibly to its disadvantage (i.e. potentially opening up that area for colonization by latter where former has interest in).
I find it highly unlikely that in the age of mercantilism where knowledge of areas they explored are closely guarded, although always bound to leak out eventually, they would openly sell their maps to others unless some certain criterias are met.
