I've noticed a couple of issues which I think could be improved:
The first is that it is impossible to issue a warning to someone who is already warning you. I can't think of a reason for this, and it means that it is easy for players to exploit. For example, as Byzantium you can comletely prevent the Ottomans from warning you by warning them first - leaving you free to declare war on all their neighbours.
The second is an exploit relating to gold balance and peace negotiations. If you have a low gold balance, the AI will accept a lower payment for the same war score. This is silly because you can add units to your build queue, or construct buildings to reduce your gold balance. A solution would be to make the peace score dependant on your monthly income and/or total tax value of your provinces. Or alternatively the gold value of buildings and units currently under construction could be counted as gold in the bank.
