I've noticed a couple of issues which I think could be improved:

The first is that it is impossible to issue a warning to someone who is already warning you. I can't think of a reason for this, and it means that it is easy for players to exploit. For example, as Byzantium you can comletely prevent the Ottomans from warning you by warning them first - leaving you free to declare war on all their neighbours.

The second is an exploit relating to gold balance and peace negotiations. If you have a low gold balance, the AI will accept a lower payment for the same war score. This is silly because you can add units to your build queue, or construct buildings to reduce your gold balance. A solution would be to make the peace score dependant on your monthly income and/or total tax value of your provinces. Or alternatively the gold value of buildings and units currently under construction could be counted as gold in the bank.

Personally I'm not even sure why warnings are in the game or what they're supposed to represent other than the equivalent of an easy CB.

And I thought war payments were already based upon monthly... albeit the 5k I got from my first encounter with the Abenaki clearly said otherwise. Needs to be fixed, I agree.
Same thing to say about the warnings, I guess.

They are a legit tool of gunboat diplomacy. I'm pretty sure it'S a historical feature and even from a gameplay persective it'S a great tool to prevent an rival's expansion.

Yes this is another problem with using 'money in the bank' to determine warscore. It is increadibly exploitable by players discovering isolated nations. Maybe some combination of gold stocks and montly income could be used, but in this case I think queued buildings and units should be counted as gold in the bank.

If WS for gold was based on income it would also lead to an odd situation. Your monthly income nosedives when you get fully occupied and lose all trade power and your provinces all have the "looted" status. You can also offer subsidies to a vassal then revoke them after you peace out.

I agree buildings, units and any lump sums paid during the war should be counted as money in the bank though. I agree with the warnings thing too. It seems odd you can't warn people back.
