I think PLC's actions make perfect sense if you assume that he's accepted that he will never get those VCs. To get his VCs, Ihki would have to find an alliance that would not only allow him to beat Groogy and Wiz repeatedly and decisively, but also give him those victory cards at the end of it all. The only people who are strong enough to do that are also too close to winning to simply hand him victory, and the people who are far enough behind to let him have those VCs are too weak and/or untrustworthy to use.
So I suspect that what he's done is look at the scores, and seen two options: take a MASSIVE risk for a SMALL chance at winning it all, or take the safe bet and secure himself a decent (possibly Top 5) finish. And he's doing exactly what somebody who has taken the latter option would do. His armies are helping to secure Groogy the victory over Johan and Da9l, while Groogy is helping ensure that the PLC finishes ahead of the likes of Austria, Songhai, Spain, and Venice, who are all within striking distance of each other.
...or maybe I'm just completely wrong, but that's how things seem to me based on the scoreboard.

Since they're playing for score, how does that help any of them?I think an Alliance of GB, France and Austria can Be Ready succesfull. They have a lot to gain Burgundy for France, Brabant for GB Everything East for Austria. Alliance might do with a fourth member or the bank that is called Portugal.
France will be in 1st if it manages to grab its two remaining victory cards. Those are on GB and Austria (not sure about this one, don't remember exactly where it is).First question you want to ask is how does it help them to not make an alliance.
The area that overlaps with Burgundy also overlaps with France AFAIK.GB needs to grab 1 area from France and kill Burgundy for 1 of his cards then the luck ofc in his next card.

Actually it's more general than that: if a VC spawns on your land, if you lose those provinces you lose half the VCs worth in points. It's why Johan was willing to give his first VC to Daniel, since 500 points wasn't likely to make or break a top-3 finish. But when you're talking 1000-2000 points, it's a much more serious consideration.
