Just a suggestion. But seriously is there any reason that they can't or shouldn't. His AI is so vastly superior to vanilla ai that it's like playing an alpha build vs a finished release.
Does Glavius AI use additional cheats compared to vanilla AI?
It's like night and day despite not using any cheats.
Glavius' AI mod and Ensign difficulty is harder than the vanilla AI on Grand Admiral right now. The vanilla AI just can't use many of the features in 2.2; it totally ignores/is caught in a death spiral by them.
Is the current test build or 2.2 better? Im playing with my family (new players) so don't need super hard AI, just need an ai that feels like its actually doing stuff and not totally busted. On our run yesterday on vanilla 2.2 the ai sat in its home system for an entire war doing absolutely nothing.
I'd recommend the Test version, as it's got a number of fixes not incorporated in 2.2. It's been about as stable as 2.2 for me.
Also keep in mind that 2.2 is still very much broken, and so Paradox is going to release another live build very very soon. Might as well use the Test patch, as the Live version of Stellaris is pretty much a beta as well. Only difference is 2.2.2 is one step behind the Test patch for fixes.
Forgot to mention, Glavius' mod just fixes a lot of broken mechanics. It won't make your game harder, as you worried, it just fixes it so the AI can actually do what it was designed to do.
He hasnt gotten around to the war stuff for 2.2 yet, that is something he plans on getting to soon, in fact I'm a patreon and on our page he says that hell be getting to the military stuff soon. However if ya go to his mod page it lays out all hes done. The ai is much much better at managing economy with his mod. I think he has done a few war related things but so far ai economy has been his main focus.
I recommend you and your fam try it out on. You can lower the difficulty, the mod makes the game more fun to play against an ai that can actually do things.
Hes also said he can do alot more with the ai in 2.2 then he could before which I find quite interesting!
Why would they add a mod that uses a bunch of work arounds when they can change the code directly?
Not knocking Glavius, his mod is great. But we're talking about different things.
How do I do this in multiplayer? Do I just enable the mod and host, or do all players need to download the mod too?

The tweaks, sure, but using workarounds to fix broken mechanics isn't really wise.
They definitely need to hire another AI person, in any case. Someone to do fine-tuning and testing a la Glavius would be pretty good, I think.
I've been saying this for a while now, they really should just add him to the team so they can pay him. Have him do their ai, seriously guy does a amazing job I'm actually a patreon. Figure it's in my best interest to try and keep the guy updating his mod. Otherwise playing against stellaris ai will become boring again.
