Hmm, that could be true more or less, It could be that borders of Hungary can be a little vague.
Ban Kulin of Bosin in 1189 agreed a treaty written in both Latin and Slavic, with Ragusa. By this agreement, Bosina pemritted Ragusa's merchant to trade in then lands without paying any dues and pledged eternal friendship In 1252, Ragusan merchants to trade freely through the lands of Bulgaria. They did the same things with the Serbia.
As far I am aware, Ragusan merchants can trade freely meaning they do not have to pay taxes or dues on their cargos throughout Serbia, Bosina and Bulgaria.
