Fred claims to rule in his own right based on his descent from Margaret von Staufen, only legitimate daughter of Emperor Frederick II, and if people disagree, they can look at the fact that it's irrelevant in whose right he rules, since he could just as easily rule by marriage to the queen.
It's ironically similar to how you can still claim Sicily as you aren't descended from Joanna and don't claim to rule in her right, while Anjou can't claim it.

Besides, Charles III is excommunicated by Avignon, the official church of Sicily, and therefore he cannot be king.
Also, Peter III of Aragon had captured both Charles I and Charles II of Naples, and three of Charles II's sons during the War of the Vespers, and some sources say they were forced under duress to surrender their claims before release.
Peter III was forgiven, Sicily was left alone, and the Valois never took over Aragon, nor the Angevins Sicily.
