Paradox Launcher manage mods not working

i have latest update of launcher but when i click the manage mods i see only black screen help.

Your graphics settings might be causing trouble. Try these steps:

1. Outdated graphics card drivers: try downloading and installing the latest drivers for the graphics card.
2. Incompatible graphics card settings: try running the game on Fullscreen instead of Windowed mode. From the game launch screen, click the Settings link to open the Graphics display mode. This menu shows selections for: Display mode, Display monitor, VSync, and Fullscreen resolution. The Display Mode allows three choices: Fullscreen, Windowed, and Borderless. Choose the Fullscreen option. Set the VSync toggle to On. Set the Fullscreen resolution to your monitor's native resolution such as 1920x1080.
3. Incompatible graphics card settings: try manually editing the settings.txt file by first navigating to the settings.txt file (typical file path C:\Users\Documents\Paradox Interactive\Hearts of Iron IV\settings.txt). Then open the settings.txt file and manually change the text to read as follows: size={ x=1920 y=1080 }, fullScreen=yes, borderless=no, and vsync=yes. Caution: Only change the size, fullScreen, borderless, and vsync text settings. Be sure to backup your settings.txt file before making any changes. Note: Be sure to use your monitor's native screen resolution for size such as x=1920 y=1080.

I've had this problems for months as well. None of those 4 options are relevant, as he's talking about the launcher, not ingame.
