So my paradox launcher was telling me that it was "reloading mods" infinitely. So I decided to do an uninstall and reinstall of the launcher as is posted in the forums (uninstall launcher, delete files, run steam as admin, etc, etc). When I got back in the launcher, the launcher version was 2020.4 and in the top left corner there was the paradox logo with a red dot saying that the launcher failed to update. Since then I have done a few more clean installs of the launcher but to no avail. Is there perhaps a way to get the launcher to update?

Please try this:
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.
Delete the following folders if still present:
- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.
- exit the Steam app entirely
- run steam.exe as the Windows Admin user
- run the game from the PLAY button in Steam
OR
- exit the Epic app entirely
- run EpicGamesLauncher.exe as the Windows Admin user
- run the game from the Epic client
IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

I tried that and had no luck, so here is the .log files (there was also a file titled launcher-2021-10-03.log but when i tried to attach it, it said it was an empty file )
Let's try forcing an update of the launcher.

Unpack the file you just downloaded and place the three files in the Steam folder for the game you're having issues with. If asked if you want to replace already existing files click "yes" - that's a sign you are in the right place!
Then please repeat the launcher reinstall procedure from before.

I've got the same issue. Re-installing the game helped, but only for a while, then it just got broken again, and never loads up "Mods" section.
After release in 2016, for the reasons passing my understanding, Stellaris game launcher has been becoming more and more bulky and complicated every year, to the point, that it just doesn't work properly anymore. My congrats to the developers team.

The OP here had two issues: the launcher was not updating, and the mods were reloading continually. You have both those, or just the latter one? What launcher version do you see?
Not OP, but I have done everything. It only affects the HOI4 launcher and the CK3 and EU4 launchers are working fine. Not sure why it is just HOI4. I am using the latest non-beta version.
My launcher is updated, current version is 2021.8.1. So, I just got the problem with the Mods section never finish loading up.
Those three games use the same installation of the same launcher. So this will be a HOI4 mod issue.
Please try the following:
- unsubscribe from all mods in BOTH the Steam Workshop and the Paradox mod site mods.paradoxplaza.com
- delete the folder Documents/Paradox Interactive/HOI4/mod/
- delete the file Documents/Paradox Interactive/HOI4/mods_registry.json (if present)
- delete the file Documents/Paradox Interactive/HOI4/launcher-v2.sqlite (if present)
- run the game up and check the launcher is okay with no mod or other errors
- subscribe to a few mods
- run the game up and see if those mods are now available to you.

AndrewT, that is why I replied to the thread; I tried what you told me to do and it did nothing. lovelywizard said they had done the same thing and it didn't work
Alright OP here, The problem I had with reloading was the coring states mod. so that's one problem down
