Paradox launcher installation error

I can't install the launcher because it tells me that I have to do it on a local hard drive, but I'm installing it on one, I already tried to install it in my SSD, and in my 2 HDD but in the 3 disks it gives me the same error

Hmm, have you checked you Bios?
Make sure your master drive is drive C and the other two are set as slave or secondary.

Yes, they are set as you say

Are the drives set that way with the pins on the back of the hard drive?
Maybe try to temporary disable the two drives?
