The game you buy is the one that is presented in our streams and on Youtube. Videos do not show anything different than what is in the german version. (Unless I screwed up somewhere with the streams, but I don't think so)

Based on the Dev Diary potential german customer could be under the impression that the portrait of Hitler is an integral part of the game. Were I live (The Netherlands) and as far as I know this goes for the whole EU, consumer laws are pretty clear and as such you have to inform potential customers about this kind of thing otherwise it could be perceived as misleading your customers, which is not allowed.

No portrait is an integral part of a game, it's just a portrait, it does not contain any game play in itself.

That dev diary is half a year old, and it talks about betas in the intro, so it should be clear that the screenshots used are not the final version of the game. It would of course had been better if the final portrait had been used. But I am not even sure that was available in game half a year ago. Content gets added over time. Still if that is the latest instance of it being used I think we can all be fairly confident that those that have followed HoI 4's development know about the current look.
