Why not add deaf or mute while we're at it? Quite serious.
Agree, it would be interesting to add more to the list of disabled. And traits like blind and deaf could also be acquired during the course of life. Rather than just being represented by 'incapable'/'infirm' as I imagine they are now.

Adding traits like blind, mute and deaf make sense. Characters could either gain these traits through their lives or be born with them. Imagine breeding a family of blind people! Heh, in any case I like the idea of adding these traits in-game. You already have my support for the blind trait, but now you've got it for deaf and mute traits!

I believe incapable is just senile/'nobody home'. The idea of adding deaf and mute is brilliant!

Mute
-10 sexual appeal
+1 Learning
-10 Diplo

Deaf
??? honestly, no ideas as for the modifiers

'Blind' characters should have whitened eyes on their portrait. Like, not all-white, but just a medium-grey pupil with a light-grey iris, or something.

There is also the case of people getting blind from a bad wound, sickness, old age, ...
The cause of the blindness determines a lot of its consequences on the organism and on the skills of the character affected, so I guess it would be a bit tedious to list all the possible causes, don't you think?

And what about one-eyed characters? And the squinting ones ? :)

My one concern is that I "The Blind" is, as the OP stated, already in-game. It would seem that blindness (and probably deafness, muteness, etc.) are included under the umbrella trait "Maimed." Do I think that they should be split out? Absolutely. But they're already present in-game. Technically.

Maimed is surely there to represent serious physical injury, though. It also means you're quite likely to die not long after getting the trait.

Being blind is slightly different as it's something you could either gain by event or be born with, and theoretically have no effect on your lifespan.

I completely agree with this, as well as the OP in general. Paradox take note!

This is certainly a good trait to have represented in the game. That being said, it should remain realistic and a penalty for characters to overcome (ie. no "Blind Swordsman" please).

Yes, but more character traits is always a good thing :D

And what about one-eyed characters?

An eye patch would be cool, and I think a slight penalty to martial skill would be implemented, but only a slight one since they still have one good eye.

Oh I don't think someone with that name is going to get any patches any time soon... let alone any that actually work correctly.
