Phillip III, Duke of Burgundy using his good relationship with the Pope managed to put one of his bastards as Bishop of
Utrecht and a nephew as Bishop of Liège.
So how about adding a mechanic where for 50-75 Papal Influence points you can ensure the next prince-bishop of a catholic bishopric will be of your own dynasty once the current one dies? The bishopric will have to meet certain criteria besides being catholic, but I don't now what that would be. Maybe being your neighbor or within in the same region as you? If this were Victoria II, I'd say they would have to be within your Sphere of Influence.
