I greatly enjoyed the empire mode in planet fall but I imagine it could be so much better. At a certain point it felt like every game was the same as your characters started out so strong and there was little sense of accomplishment once you had an empire of 20+ worlds. Instead of a series of games somewhat connected, I imagine an ongoing fight/ effort to build an interplanetary empire. Here’s what I suggest:

A leveled planet system to go with the leveled pantheon. This would help the system feel more progressive rather than bonuses to grind out.

We could Have a difficulty rating for worlds. Say your empire starts at 0 but some worlds are 500+. This could be because they are filled with strong creatures/metals/ empires. Strength could be size or staA new empire shouldn’t be able to take down a world that’s more advance than their own.

To combat stronger worlds, we would need the pantheon system to give stat boosts when the pantheon levels, to represent an increase in power from the acquired worlds.

this would open up the option for worlds to be one giant empire that the player would have to defeat. Or a land of dead completely overran where you are the last hold out constantly being swarmed.

if you want to further flesh this out, have the system remember your relationships with past characters. Even assign them a number of worlds they conquered for power increases. Or give the player the option to target a specific pantheons worlds to diminish their power by slowly taking over more of their planets.

This could lead to the player having the option to send pantheon members to other worlds to fight other empires or defend the pantheons planets. It’d give us more reason to level up our pantheon.

my hope is that it feels like a cohesive progressive pantheon empire, rather than one guy who starts all over on every single new planet. Who never has to go back to a planet to defend it and who forgets his friends and foes every new planet he visits.

Pantheon doesn't have per character progression, also doesn't have free techs or taking stuff from a culture or tome you don't have into your game.

My understanding is that the devs have already given the pre-made Realms* difficultly ratings:
Challenge Tiers are used to indicate the Difficulty of a Realm. We assign those based on the combination of Traits a realm has, so higher Tier Realms have more challenging combinations of Realm Traits.

The Tiers are assigned by hand when Realm Templates are made, it is a vague indication of how hard/complicated the realm makes the game. Wouldn't want anyone starting out foolishly picking to fight the Demon King and getting absolutely demolished. :^)

The Frozen Realm is a template/challenge Realm made by us, that is added to the list once your Pantheon reaches level 4. Some of the Traits that make Realm also become available for custom Realms. You still start with plenty of Challenge Realms and Realm Traits.
