So when I start a new game at the Charlemagne start date (and there are no other saves) Lombardy and Pannonia naturally have their unique flags. However if I save the game and quit out, upon my return the flag of Lombardy will be that of Italy, and Pannonia will be that of Hungry. The Kingdoms will still have the correct names but the flags are wrong. If I start a new game but have any other saves, the flags in the new game will be incorrect from the start. I have also noticed that if a non-Lombard takes control of the Kingdom, and it becomes Italy, if a Lombard reclaims it, it stays as the Kingdom of Italy with the Italian flag.
