Playing as the UK (kings party) i conquered the whole of the USA, but dont have the decision to hand over all states to canada and form british north america. Is this something to do with the latest update? Because this is my first run as UK non aligned after the update. And before I always had the option to form it.

I think you have to complete the "Unite the Anglosphere" focus before capitulating the USA, then annex the USA, to get this decision to give the land to Canada.
