I don't have this game yet, but I was wondering if there is anything in this game relating to that construction project to build a "Palace of the Soviets' that the Soviet Union started working on during the games time period?

Construction began in 1937 (One year after HOI4s earlier start date) on top of the site of a demolished Cathedral, but was scrapped when the Germans invaded. Now considering the divergent timeline nature of this game, I think it could be cool to be able to finish construction of the palace if you want to. Have there be a reward for completing it but have it be costly, so there could be a risk VS reward element to consider.

All the available buildings you can build in this game are in some way related to the military (forts, infrastructure, launch sites, airports, factories, nuclear reactors, etc), so no there is nothing like that at all.
HoI4 is all about military preparation and then execution, that sort of building would fit more on a CiV game, if they have the guts to reintroduce the Soviet Union again.

True, but I was thinking more of a flavor event/decision rather than an actual building.

It'd be a complete waste of a focus. There's a reason that all of these big monument-type things were cancelled when the war broke out: they're not important to the war effort.

Not to mention building that in 70 days would be absurd in the highest order.
