The Article in question you've included in the description is outdated back from when steam unsuccessfully attempted to implement paid mods. As much as paid mods sound like a good a idea to many people it opens up a lot of legal issues that are rather unforeseen that kind of block a widespread implementation of the feature so I don't see steam trying again.

But as a TL;DR steam hasn't announced plans to return with a paid modding system again, so paradox would need to implement their own system for it, which I believe they will not do.

Paradox has already had what are effectively "paid mods". I'm thinking of 'For the Glory' (EU2) and Armageddon (HoI2).

I imagine Paradox isn't going to let independant developers profit from their HoI4 engine until the game is essentially no longer being developed in house. It doesn't make sense for them to cannibalize their own property.

I was so glad Steam closed that down. Some mods are great but there's also a sea of other mods that cause nothing but problems.

Not to mention with paid mods they'd need to completely restructure the DLC system that they've been utilizing which would not end up going so well. I mean if I paid five dollars for a mod that broke because the game developers released a DLC I'd be really ticked and as would nearly everyone else be who purchased the mod.

I think mods based on HOI4 still have some basic rules applied to them that prohibit charging for them. That being said, modders have been hired to develop DLCs/expansions or even join the paradox team so I'm reasonably sure if you're good enough to charge for a mod, you might find a job at paradox or discuss a licencing deal with them.

I believe the idea of any third party trying to monetize mods goes against the spirit of modding. Ofcourse, I believe that anyone who seeks to monetize their work is free to do so.

The problem with the attempt steam made is that there was no quality control. People stole the work of others to put their mod up on the workshop, where Steam took the greatest chunk of the proceeds anyway.

In my experience the greater part of the modders made their mods because they love the game they mod for, and want to implement their own ideas and addition to the game; making it available to others is almost a secondary consideration at first.

With the attitude Paradox has had towards mods in the past, I cannot see them trying to monetize mods in any way, considering they have always attributed mods as a factor contributing to the longevity of their games. Trying to monetize them, with the current DLC strategy that is in place would tip the balance sharply towards the practices Bethesda and Steam were accused of when they tried it with the workshop last year.

Needless to say, any attempt to do so from their part, would break any goodwill I hold towards Paradox.
