Pagan subjugation

Is the pagan subjugation always available in HIP? If so, how? It seems to not be working anymore...I used it to conquer other pagan rulers. Now I am king of Denmark and cannot use the pagan subjugation to subjugate any other pagan! Like Sviariki or Viken. It seems I now need a claim to conquer. Is that normal? If there's a problem, what is it? How can I repair it?

The way it works here is that you have to own territory in the de jure kingdom in order to use the subjugation CB.

For instance, to use it against Viken you would need to own a province in Norway.

Okay, well I do own the duchy of Halogaland and a county in Norway. Forgot to mention it. What is the problem then?
