Pagan reformation question: Does "Monasticism" +2 Learning for Temple Holders apply to "Temporal" leaders holding Temples?

Question is in the title.

Firstly, if you reform leadership to "Temporal", then can the head of state can also hold temples, like with Iqta?

Secondly, if so, does this stack with "Monasticism" to give +2 learning to the player head of state?

First, holding temples depends on government, not religion. So no, you don't get to hold temples without penalty. (It would be nice to mod in Iqta or something similar for Temporals, but it probably requires a lot of work.)

Second, while moot, I think the bonus may only apply to theocracies, and afaik Iqta is a kind of feudalism so wouldn't benefit.
