Then where does "Arcadia" come from? That's the place they called Arcadia back then, and Arcadia otherwise is a region, rather than an actual holding.
In practice, they were. It doesn't matter if there were small hold outs, because they obviously had zero historical significance. They aren't even a footnote.
It should, because it's not going to change.
Evidently, they were a footnote if an emperor is personally writing about them. The pagans of Arabia show up in later post-Renaissance texts as well.
