One of the tropes in SciFi is a nomadic Fleet of survivors or refugees (Battlestar Galactica humans/Titan A.E. humans/Mass Effect Quarians/Eldar Craftworlds in Warhammer 40K) who became nomadic because they were fleeing destruction. There's also the opposite with hostile space nomads like in Independence Day and the Yuuzhan Vong in Star Wars and Tyranids in Warhammer 40K. There are other examples I can't think of at the moment.

I think it would be really cool to be able to transform your Civ (or remnants of your Civ) into space nomads. Like becoming a Horde in Total War games. To either look for a new home or become permanent space nomads. You could move your whole Civ around the galaxy. It could become a mobile trading hub. There would be pros and cons. You would be able to build a very large Fleet. Maybe unlock special Ships. You would excel in the research of Ship/Fleet technology but likely suffer in other technology areas. Your Civ would be in danger of being wiped out however if you lost your Fleet(s). I think this type of mobile Civ could open up a lot of unique possibilities.

I feel this would be a fun extreme emergency option for a Civ that's badly losing a war or on the verge of destruction for whatever reason.

You should be able to flee into extra galactic space with a crisis.
Could be a pacifist method of dealing with an end game crisis.
The Prethoryn just showed up, lets just get out of here... XD

Maybe you could even have events of other (peaceful) empires arriving from another galaxy, because it was too hostile over there.
