I have been playing a little bit with a custom religion that has the pacifism tenet, and it seems that the offensive war penalty is the same as for non-pacifists. I would suggest to give pacifists a +100% modifier for the offensive war penalty, so I might actually think twice about declaring offensive wars all the time if my religion is pacifist.


EDIT: ...It would probably make more sense that the offensive war penalty is doubled for characters and counties that are pacifist, regardless of what my own religion is. Pacifists should just not like it if their liege is a warmonger.
