Yes, by '42-'43 USA had supplanted Russia as major donor both due to heightened level of urgency in the US's involvement against Japan and the USSR's treaty with the Empire.

And Soviet era maps of strategic resources are not exactly easy to find

And helpfull too is was, SU knew about oil in Siberia in the late 20s, but had more oil than they knew what to do with, from caspain, and Uruls, when one was threatened by axis in 42 they destroyed the production faciltys thoughly, steeped up production in the urals and never noticed the loss, at that time they made some small effort to devolp parts of siberia for oil production, iirc it was the oil depoisists already present rather than surveyed for.

Japan did not about oil reserves in siberia, but intheory could have devoped faster than SU because of greater demand for the oil, if they went to siberia, if they could build the infrastucture, and transport it back to the coast.

It's quite difficult because apart from the Soviet security paranoia, Russians tended to estimate reserves on a different basis to the West. They looked at total resource base rather than developable, profitable and proven reserves. So their estimates of reserves can be several times economic reserve base.
