As a USA, I colonized Figi, Micronesia, North and South Guinea, Kiribati, Bonin and even Kurils. However, in my previous game where I did pull it off, they never became states despite having burocrafts focus for about 40 years, despite having mostly miniscule population. Is there any way to fix this or should I simply not bother with this?

You need to make them states yourself...?

Assuming you have the DLCs (I'm not sure if they change anything) then it should be fine as soon as you get some of your primary/secondary POPs migrating over there. Do you have any leftover saves from somewhere in the middle/end of the game?

Your root problem is that Yankee (and almost anything else in the new world) is a short-range culture and is hard-coded from migrating in anyway from a province on one continent to one on another (Hawaii province is technically NAmerica - the rest of the Pacific isn't). It can't remember if turning it off in cultures.txt causes any problems. I don't think it is cashed in the save file.

All-in-all the best strategy as the USA is to prioritize the new world and accept and that other acquizitions will remain distant outposts.

If you want to be super-technical you can assimilate Africa. There are a handful of afro-american POPs in Liberia that can form the core of a civil-service. Once they have statehood other POPs will start to assimilate and hypothetically migration within Africa can continue the process indefinitely. However, I don't think anyone has actually done this.

Interesting... because I'm sure I've seen Yankees in other continents (i.e. in the Pacific) in my games. I've also definitely seen Anglo Canadians and (I think) Turks do similar things, and they should follow the same rules as the Yankees.
Maybe there are some circumstances that allow for this sort of migration?

Interesting, (if you are playing unmod-ed) do you have a have old save-game on hand?

Yankee, Canadian, & Turkish should be playing by the same rules.

Edit: Could it be emigration? I vaguely remember civilized-India sending a massive number to the USA - I think they are all short ranged.
Edit:Edit: Indians are long ranged. Checking the files, Arabs aren't I guess Egypt would make a natural test case.

Yes I do though I don't have the time to check right now. I'll upload a file in a few hours.
(IIRC it was Anglo-Canadian craftsmen from Caribou going to somewhere in England, and the Turks were amongst the general melting pot that is Columbia before it gets a British immigrant. I have also seen colonial migration from Turks, but that's just Asia to Asia so it doesn't count.)

Edit: I cannot seem to find said save file. I've checked through all the likely ones, and I assume I must've deleted it or something.
(In short this means I have no way to prove what I'm saying.)

So, I did some testing. Here are the results:

1. Emmingration. Tested by loading a late game save file with most nation civilized.

Result 80% of long ranged nations were sending POPs to America, but no short ranged nations were.

Conclusion: Short ranged cultures CANNOT use emmigration to hop continents. They likely cannot emigrate at all since it would be hard to get that to play well with the Rule of Five.

2. Regular (non-colony) migration. Tested in the same save by giving BEL (starting provinces only) a province in Asia off of civilized PER.

Conclusion: Short ranged POPs CAN use regular migration to hop continents. I am unsure if this is craftsmen only or potentially all POPs.

Craftsmen hopping continents inside of a nation is exactly what I claim to have seen as well. If it's only craftsmen who can do that, then emigration by short-range cultures to islands would not be possible.
(Edit: Just checked a random game around 1900, there has been no Yankee/Dixie/Texan/Cherokee/AfroAmerican/Dakota/NAM emigration to any of the USA's Pacific Islands.)

Thank you, guys, I just made all cultures long-ranged (imo, short-ranged cultures are not really making sense in the game)

Not directly, when ENG releases her Pacific dominions, their states are civilized and able to build factories. Take one (preferably W Australia which has like 10 gold mines) within 5 years it will get plenty of immigrants. Even if only a few Yankee POPs show up, new-world assimilation will still give you a seed population big enough to settle all of the other island. You probably won't even need to fight England. For whatever reason they tend to fall into rainbow-revolution-hell.

edit: I think the problem for AST is that with so many low-pop provinces they have a hard time getting soldier POPs big enough to support brigades.

imo, short-ranged cultures are not really making sense in the game

I am pretty sure short-ranged POPs have been in the game since Vicky-1. I forget why. It was probably to try to mitigate the N x M Problem, where late game every province in the world would accumulate tiny POPs of every culture in the game - slowing the game to a crawl.

Ask the old-timers sometime what happened when they tried to solve it by making tiny POPs assimilate quickly. :)

Like stated, some cultures just cant emigrate to colonies in other continents.

That being said, i also already saw small pops of yankees in some random province of Africa. that is very rare though, probably a bug or result of a very specific course of actions that really isnt worth the effort to try to replicate.
