So, discovered that my local University library had a copy of Law's The Oyo Empire: c. 1600-1836, and figured I would use it to try my hand at creating some Oyo ideas.

1. Oyo Mesi: -10% Advisor Cost
The Oyo Mesi are the seven most important of the nonroyal chiefs of the city, with a wide range of powers, including the ability to force an unpopular king to commit suicide.
2. Arokin: +1 Prestige/year
The Arokin are the official historians of the Oyo court. They make sure that the history of our glorious people are recorded for the greater glory of the Oyo.
3. Support the Eso: -10% Cavalry Cost, +1 Leader Maneuver
The great strength of the Oyo Empire lies in its cavalry. The Eso are the 70 warleaders who provide the backbone of our military. By ensuring they are supplied with the finest imported horses, we can make sure our mounted armies can strike wherever they are needed.
4. Patronize Sango: +10% tax income
Sango is the god of lightning; thus the owner of any building struck by lightning must pay a fine to appease his wrath. By bringing the worship of this deity under royal control, we can ensure that the resulting income flows into our coffers.
5. Ajele: -15% Diplomatic Annexation Cost
The "asoju oba" ("those who serve as the king's eyes) or "ajele" are royal slaves stationed in each of the vassal towns of the Oyo Empire. This allows us to identify potential treason on the part of local rulers, and ensure their continued loyalty.
6. Condemn the Aremo: -10% Stability Cost
The Aremo, or eldest son of the king, has often attempted to hasten his father's death. Henceforth, whenever the Oyo Mesi condemn a king to commit suicide, the king's son will die as well. Thus patricide will be discouraged.
7. Are Ona Kakamfo: +1 Leader without upkeep
While the Oyo Mesi directly control the forces of the capital, we need a commander for our provincial forces. The Are Ona Kakamfo is appointed directly by the king, and is subject to death should he ever fail to achieve victory within three months of campaigning.
Ambitions: +15% Cavalry CA
I'll probably come up with some suggestions for events (the struggle between the various Alafins and the Basaron Gaha seems tailor-made for a negative event, as does the Orun festival, in which the Oyo Mesi could force the Alafin to commit suicide), but that will probably come later.
