OK, so I am playing Mali, having a blast with the mission tree and also enjoying fierce AI resistance, not minding the forts and the like. In may end game, it is 1807, I decided to attack Austria, England and its colonies, having allied France, Turkey and Tunis. It's a massive war and of course things can go wrong. BUT, my allies behave like complete morons, while the Austrian AI and its allies move smoothly, well coordinated and take out my allies' army after army. Particularly the Ottoman behave flabbergastingly stupid. I am playing the whole thing on Ironman and difficulty "hard". So, my question is, whether this misalignment in AI is coded ... or just imaginary.

Imaginary. I’ve seen plenty of bad/dumb enemy AI behavior. I think it’s human nature to notice the bad stuff, especially if it’s more recent.

It does tend to seem like your allies are dumber than your enemies in EU4. I think it is just randomly luck.

When I first played the game, I loved to have vassals (for example as Austria with Bohemia and Hungary) due to the fact it is just hard to keep up since game is turned based. However, as I got more experience, I tried to annex vassals immediately because I make far better decisions than the AI.
