I have NEVER played as any "Indian" country before until last night when I played as the Inca Empire. I thought it was pretty fun destroying Chimu but after that there was nothing to do because I couldn't explore anything and I could build any ships. It seems that Indian countries cannot build ships which makes sense but is there a way to mod it? Does it have something to do with the "whiteman" rating? I'd love to expand my current Empire overseas if possible.

Yes. You need at least 5 whiteman points IIRC to lift all the restrictions. The only way to get those without cheating is to interact with Europeans, ideally by discovering a European COT and placing merchants in it.

The other problem you have is lack of historical explorers. You're going to have to get maps off the rest of the world somehow (defeating a European navy has a chance of telling you about the sea routes they know), or go Naval and hope to luck out on random explorers.

Thanks. I still can't play EU2 without cheats. But it would be fun to try again even if I get my rear handed to me against Spain. But then again an Inca colonized Australia and Pacific island Empire would be sweet. Not to mention Inca's a-historical revenge against Spain. I'll try all of those things. I thought "whiteman" had something to do with it.

Playing EU2 without cheats is easier than you think. In fact, the game is easier than the steep learning curve would suggest. The way I learned the game mechanics, ie diplomacy, military, economics, trade, manus, etc., was to play France on very easy in 1492. It is a powerful country with lots of manpower, good infra, rich provinces, good leaders, decent explorers, a CoT, etc. Plus it has a good balance, if you wish it so, for exploring the world for colonization and plenty of warfare in continental Europe.

After you get comfortable with that, raise the difficulty and play with a smaller nation until you can manage hard or VH. Anyways, just one noob lecturing another.

My inca game was the first game I did not play further because it was to boring (You stare on a screen and wait for random events is not the best use of time... :) ). But I guess that is very historical. :p

Check out my Chimu game, link in my signature. The game is dull for at least the first 80 years where you just let the game run fast and watch TV or something, putting down the occasional rebellion. But once you get a conquistador (after 1500) or Spain colonizes Cartegena then the game gets interesting. You can discover Spain and/or Portugal and bribe them to exchange maps. You can eliminate your whiteman and isolation penalties in the same month. Your landtech can go up fast. You can build ships and win an early war against Spain gaining Andalusia so you can colonize for more manpower. Manpower is your greatest disadvantage to WC. But WC is possible.

Can't be. I have experienced everything he has except this. I just made contact with Spain but even though we are allied and have 200 relations, they refuse to share maps with me.

I never played the Incas, but I got lots of refusals for map trade at 200 relations - usually when I had far less to offer than the other side. As (most times) Austria that is no problem for me - I just have to bribe up relations and trade maps with 2 or 3 others before I get Portugals and Spains maps peacefully (e.g. with Theodoros or Trebizond who know several provinces that Austria doesn´t).

There were no edits or cheats used in my Chimu game. I did however restart the game from the beginning a dozen times or so. To get a conquistador in 1503 was a real stroke of luck. The early exploration really helped for map trading. In my other games I could not trade maps until 1530 at the earliest. In some games, Spain and Portugal would not trade maps at all.

I could not figure out what makes the AI trade maps. I had one save game where Portugal would refuse to trade maps but then within a couple of days of a reload (for testing and learning purpose only) Portugal would accept trading maps. Nothing much changed in the world; so I was scratching my head. Alliance, relations and relative world map knowledge all appear to be factors; but there is more to it than that.

Well at the very least, I read on the wiki that any diplomatic action raises whiteman so I could just ask for and cancel military access. I think raising it will raise the chance of accepting.

No that is not true, only wars with non-Americans and trading in non-American CoTs will increase the whiteman value. I do not think whiteman has anything to do with the AI accepting trading maps. And ideally you want to remove the isloation penalty and whiteman penalties both in the same month.

From the Wiki:

"Initial Values and Changes to Whiteman
In the 1419 scenario, all countries start with a value of zero for their whiteman. (Low whiteman does not affect non-American countries, but if you look in a savefile their value is zero.) When new countries are created, they get the value 100 for whiteman.

For non-American countries, whiteman never changes. For American countries, whiteman increases by one whenever:

they declare war on a non-American country, or join into a war against non-Americans.
they successfully send a merchant to a non-American owned center of trade. "

The reason to remove all penalties at once is so that you can bank up a great deal of research in land tech. As long as land tech 3 is not reached then all those tens of thousands of research ducats are not yet wasted. It is something like 55K to 60K to get land tech 3 with the penalties. Then you remove all penalties at once and it costs like 10% of that cost. You get a land tech each month until you reach near land tech 9 at which time you can be close to the Europeans in tech. If you only remove some of the penalties for one month then you end up paying lots of ducats of research for land tech 3 and that will set you behind for the whole game.

Instead of researching full into land tech 3 and hoping to get maps by 1560 or so when taking a penalty for land tech becomes unavoidable, you could spread research among land tech and infra. But the infra tech will not really help much. You really need the land tech. So ideally what you do is try to get 45K (or sooner hopefully) invested in land tech and then swap maps one the 30th of a month. It takes at least a day before the isolation penalty is removed after getting new maps. Next also on the 30th of the month, send six merchants out. Then on the 30th of the next month you know how many whiteman you get from the merchants and you declare war as many times as needed until you can build ships or cavalry. That means the whiteman is eliminated. You many need maximum stability so you can delcare the wars. And it is good to have some CBs, so you want to be in a large alliance that will dishoner your call to war (poor relations).
