Overseas COT and no harbors

Just got a message that I as Nogai can not send a merchant to Novgorord "as it is overseas and I do not have any harbors".

However, I can send merchants, for example, to Aden. Both situations are identical - I can trace an uninterrupted land route from my capital to both CoTs.

Thats' probably because "overseas" means in reality (game reality, that is), Cot in other continent (Nogai and Oman are in Asia, Novgorod is in Europe. Yes, i know it's a bit silly not beign able to send merchants to Novgorod as Nogai...

To make it funnier: as soon as I got a port I could send merchants ANYWHERE... isn't it peculiar? I owned a few provinces in Europe and I wasn't allowed to deal with Thrace/Novgorod, but I got one port and I suddenly could?
