Whats the deal now again with the overseas CB and annexing nations with it? Is it limited (base tax, manpower yadda yadda) just like annexations in Europe for instance?

The only nations which can always be annexed in one war are Pagans. The Overseas CB just reduces the cost of your demands by 50%, so you can basically take twice as much.
