Overpowered Scottish and Altaic culture buildings

Is this a bug that scottish schiltron training ground has 1.5 (150%) times boost to the defensiveness, (also 1.0 (100%) attack bonus, 0.5 (50%) morale bunus to altaic horse archers) while others have only 0.15 (15%) bonus to their unique abilities?
Or is this just a normal game setting you developers intended?

It sounds like a bug if the difference is that great, though the Mongols should be very, very powerful.

Most definitively a bug if every other value is 0.15. Probably miscalculation whilst writing the lines in the textfiles.
