I'd like to advance my ideas for tribal governments: All tribal governments would gain access to a new "overland raiding" mechanic.


Mechanic

Similar to "privateering" I wished that tribal govs could send their cavalry units (aka "light ships") to a trade node and conduct an "overland raid". The cavalry would steal a certain amount of ducats from the trade node (just like privateers). If one single nation dominates the trade node, overland raiding would be more effective (just like privateering). The cavalry would be flagged with a "raider"-flag (similar to "pirate"-flag) and could enter foreign territory without being caught by foreign armies. Raiding would also earn power projection.

However, raiding is restricted by trade range (just as privateering is). The "looting speed" modifier would also positively effect raiding efficiency and "overland raiding" would naturally give horde unity to hordes (just like "looting" gives it). Raiding efficiency however is reduced by the trade value of provinces in a node that the raiding nation does not have physical access to. E.g. if Mongols would raid the Korea/Japan trade node, they would do so at reduced efficiency because they can't access Japan (no land connection).

To defend against "overland raiding" a country would have to build forts: the fort garrisson would act as a counter to raiding efficiency (similar to "hunting prirates"). Also troops that are sent on a "rebel hunting" mission will reduce "raiding efficiency" in the trade node as long as they are situated in the same node, but there would be no actual battle between troops on "rebel hunting" mission and raiders. That also means, every time troops are sent elsewhere that would leave open opportunities for raiding.

If the "overland raid" is stopped (either voluntarily or because war is declared) then the raiding party would be blackflagged and return to its home country. That means sending raiders far away would not always be a good idea, even if trade range permits, since it would take them quite long to return if needed in war.

Effects

This would give all tribals a way to earn ducats, power projection and horde unity (if applicable), thus
  • giving them a way to prepare against powerful neigbours like Ming, Russia or the Ottomans
  • giving them something little more to do in the case of the american tribes
It would give Ming and Russia a reason to build more forts and tie up their troops on "rebel hunting" missions (as Russia will expand eastwards, it will want to hunt rebels there anyway, but Ming will have to "hunt rebels" in its very core region).

Disclaimer

If this seems inappropriate to give to all tribals then it could maybe be unlocked either by a new government reform or a dedicated tribal idea group (similar to "plutocratic" for republics).

I think a lot of people have requested something like this, and yes I agree. Hordes are garbage in the hands of the AI and could use a buff.

Just make it a national horde idea unlocked at tier 1 or 2. I've always supported this as Hordes are essentially just food for all their neighbors and rarely cause any annoyances at all.

Raiding for North American native Indians. Instead of being able to change Government Type which is completely historically inaccurate ESP Plains Indians west of the Mississippi. They would gain Gold, Supply's from each Other and with Euros they gain Tech. It would also slow the Colonization Cancer that happens so fast with in 5 years all of Mexico Most of South America and the East, Central US are completely colonized. Unless Im Missing a DLC that already does this?
Military Tech can only go so High for Natives they Need Raiding encounters to Unlock Gun Powder unites. No Horses until at lest 1 tribe bordered a Euro ,(Such as the Case of the Pueblo revolt or Popes War.
Tiguex War 1540- , Tepehuán Revolt broke out in Mexico in 1616.. Releasing and then breeding and selling Horses to others tribes.)

The colonization of North America by the English, French, Spanish, Dutch, and Swedish was resisted by some Indian tribes and assisted by other tribes. Wars and other armed conflicts in the 17th and 18th centuries included:

None of this Stuff ever happens in game LOL 1622-1880s ( Known as the Indian Wars)(The Apache were the last to surrender And the Sioux technically never surrendered and to this day have never signed a peace Treaty with the US government.)

Im sure some events and Mechanics could be added or change for Emulsion.

Mechanics like this is needed not just for Central Asian nomad nations, we needed it also for North American Plains and Aridoamerica, and for Llanos, Cerrado, Chaco, Pampas and Patagonia nations in South America. All those regions had historical use of horse raids againts settlements.
