Overindustrialization?

I started playing a the UK using the VIP mod.
I tried to make aggressive expansion by upgrading tons of capitalists.
After some 20 years i have run out of farmers and laborers in the UK. There are simply not enough people to staff the factories!

In Ireland its even worse since i cannot upgrade some pesky irish.

Is there such a thing as too much, is there a point when you should stop?

Congratulations, you have become a fully industrialized state, where the entire population is urbanized.
But you are not full citizenship so you can't upgrade irish. Usually the radical parties have full citizenship so try to become them if you want to continue industrializing the Irish.
There are also cheats to force a government type to take hold.

Also, I think you have too many capitalists. Tax the hell out of them!

well the thing is that everyone is already taxes at the max of 50%. So I cannot go any higher.
I have more than 1000 IND points.

This isn't a bad thing, you are going to make more money with those pop's as industrial workers rather than as farmers and dairy men.

now start mass recruiting into the army and make northern france pink ... or take back the USA

Irish is a state culture in VIP IIRC (from an hour ago).
