At what point country gets "overextension"? I have encountered it when my monarch has changed, so I guess administrative or diplomatic skill influences it, but what else could? Please tell me how this "overextension" effect works, what is the limit of provinces you can hold untill you get it, does it ever extends? I would be greatful for any information.

its all about cores-to get rid of it, get more cored provinces thru PU/inheritance or 50 years of ownership or remove non-cored provinces by releasing vassals or selling provinces to another nation-if youre doing a world conquest, ignore it-just make sure your army can handle the revolts.

Monarchs administrative skill decreases the number of cores you need to have to not get overextended, and vice-versa of course. If your country is decentralised that also decreases the number of cores needed. The more your country is centralised, the more cores you need to not over-extend.

That's not quite it, in regards to centralization. More centralization reduces the minimum number of cities needed to be eligible for overextension in the first place; as long as you stay below that number you can't get overextension even if you have only 1 core.

For example, if you have cent/decent at -2, you can own 49 cities and not worry about overextension. As soon as you hit 50 though, you'll get hit by it if your core percentage is lower than the amount set by your ruler's admin skill.

Both criterias have to be met for overextension to happen.
The % of cored non-oversea provinces that depend on ruler ADM, and number of provinces that depend on cent/decent slider.

50% is the danger zone, as no matter how good your ruler is, once you have too many provinces you'll get overextension.
19 provinces or 85% is the safe zone, you won't ever get overextension.

This is also one of the reasons why republic is good, as you won't ever get an imbecile ruler.

Also, over-sea provinces do not count toward overextension. Whether they're cored or not.

You can get a 5/3/3, though. On the other hand, you can throw him away on a reasonable timescale.

Have a look at the triggered modifiers, and then the pie charts in your ledger.
The charts aren't very useful if you have any overseas provinces though.

I didn't know that for Overseas not counting toward %. Am I correct however in saying they do count towards your total province count?

PS I'm pretty sure Stability is a factor, as I've had stab hits send me into Overextension until I can recover my stab.

I can assure you, having inspected common\triggered_modifiers.txt, that stability is not checked by the triggers for the Overextension triggered modifier in unmodded EU3 Divine Wind.
