So I thought that Client States would give me the ability to finally solve a problem I've had for a while, as a Colonial power, south east Asia is a nightmare to develop, because once colonized, I have to micromanage naval defense, building, and that's not to mention the trouble that a revolt in new guinea causes for nations that ave their armies and fleets based in Europe.
However, after colonizing some oceanic islands, I have found I cannot create client states from my over seas possessions. This would make administering colonial powers far easier, and I'm wondering if there's something I'm missing or whether you just can't create clients from colonial provinces. This feature would be quite handy.
I've also noticed that 3 star generals are popping up far more than they used to. France and Austria always seem to have 3 star generals, at all times.
