Overdevelopment over the period of 10 - 15 turns apparently adds megastructure industrial technology to a planet and allows it to form into a gem or forge world.

Yea overdevelopment is part of the function for creating Gem or Forge worlds... though atm I believe there is a CTD bug when it prompts you to pick which type to develop the planet into (I believe the Devs said they where temporarily disabling it for now but not sure if that adjustment was in the last patch or not)

something about gem/forge worlds was in one of the patches, but i thought it was a fix for the crashes, not a disabling, so i could be wrong.
