I have questions about the influence the outside world will have on game play. I haven't played SC4 in a long time so I cant remember if when you started a city if the city's needs could be met by the outside.

My understanding is that the outside world can handle your economy for you, if you wanted it to. Workers, raw materials, food, and goods can all be imported to meet the demands of the city. Please, I realize some prefer it this way so I'm not disparaging this part of the mechanics. And, I'm not saying this shouldn't be a part of the game. What I'm wondering is can you (or will you be able to) influence it in any way? Reason is I like the challenge of trying to meet the needs of the city domestically and being pressed to do so. If the outside world can take care of it then at best I'm not pressed and at worst I can ignore the cities needs with impunity (I know things like water and electricity cant be imported, at least not yet). I'm wondering what the downsides were (to your city, if any) if say all your goods and raw materials were imported - with no domestic production.

Again - not suggesting to have this removed or that its wrong or anything negative about the game. I understand that cities in real life import stuff. My point is mainly around difficulty of play and whether it will have any. My concern is the game (if needs are met by importing with no ability to change this) will really not be difficult (to me). I know others like this and don't want it to be a difficult game so no need to opine on why it shouldn't be difficult, I get that point.

You get revenue for your city from the industries and commercial activity. If you import everything, you will not receive that money.
