Who pays for them?
Answer: In the stream of 4/14 (Minute 50:00 f.)we saw that the friend Zone was expanded, at the same time, total influence gain was increased. I assume this is because the outpost was transfered to the sector.
And: Do the sectors also have an influence income to pay for those?
Answer: In the sector overview, there is a "0" next to the respective symbol.
Okay, but now the real question: Doesn't it seem exploitable to strategically place outposts and assign them to sectors to get rid of the costs while keeping the territory? Especially if the sectors do not have to pay for it, but also if they do (if they do have to pay for it, I assume they have some hidden income?). Because you effectively increase your influence via sectors that way. Substantially. And that is street different than for other resources as influence is much more limited and not related to some sort of "mining". You just get more, which is not necessarily the case for energy, Minerals and Research.
Fix idea, also related to other stations: Make some Station types remain under central control in sectors. This would apply to outposts and pre-FTL-civilizations observation posts (because we missed the neutral Zone because of that and I guess this is a matter one always wants to deal personally with).
