I'm playing Japan, and whooping China pretty bad in mid-1938. However, one of my fleets is perpetually out of oil, no matter which post I stick it in. Also, I made a landing in Shanghai, but my troops are out of oil--regardless of my oil stockpile being large, and me having a convoy that has more than the recommended number of Transports.
What's the deal? This is a big impediment to my continued invasion of China.
