I made a wargoal manually and annexed it. But thats the event bulgaria gets, when you select the focus:



Option 3 is accepting to become a puppet. I dont see a trigger there or an ai chance. So thats means bulgaria never accepts? or does someone understand that better?

If they join Axis, it's 50/50. If they don't join Axis they will most certainly become puppet provided you have certain amounts of manpower in field (25 infantry divisions miminum I guess).
Once they accept Treaty of Craiova it's 80/20 and they will most likely reject. However if you wait and do 2-3 other focuses like reforming military, hava oklu, etc and keep growing your army they accept being puppet again.

Still having some manpower issues. They need to fix the coring of former parts of Ottoman Empire like Syria (requires Kuwait) and Rumelia (Albania is required but you actually need Syrian area)

Some eyalets are so large you need to drag everyone on war (e.g. Eyalet of Rumelia - Bulgaria, Greece, Albania area)

Did you change conscription law during war with Greece to 5%?
Once you get Bosnia Eyalet, you get a lot of manpower. I used console command for Eyalet of Halep (after getting it from Vichy France).

Rumelia, Romania Eyalets are the hardest indeed.

Very hard to invade UK with your own fleet while Germany literally parks their fleet in a naval base infront of you. Compared to EU4 the AI is total wack.
