Ottomans rulers

I have no idea how to utilize government type and such to get strong rulers as ottomans. How may I do so?

You should be offered a choice of 3 heirs when your ruler turns 30. You choose the best one. I don't quite recall whether this was part of RoM or not, though.

It is. Without RoM you just get the usual Despotic Monarchy.

I had thought so, but then I recall they are adding to that government and opening it to more nations in CoC which would be unusual for an expansion feature. Well if they are softening the position on that then good, different expansions need to interact more. if they are going to keep making them to infinity (which I am fine with, I love getting new toys every so often).

It's already quite usual that expansions interact. For instance, RoM allowed to develop in your subjects, but obviously also requires Common Sense.
