Ottomans Converting to Iqta

I am pretty sure it is a bug, but I noticed in the notifications a few months after starting a Novgorod game that the Ottomans had converted to Iqta. I think this is new as of the Japan update which allows muslim countries to change to the Iqta gov form. Perhaps that shouldn't be available to special governments. Anyone else notice this?

I also just noticed it in my run, they lost the Balkans, idk if that should make a difference.

In my Byzantium game as well, but this change of government did not prevent them to smash me...
