Ottomans (1st) and Muscovy (2nd) now best for WC?

I feel there is something distasteful in being HRE Muscovy :). I would just try to conquer it all.

As for culture conversion, stacking religion finisher, muscovy idea, influence-religious policy and fish would be really nice. Perhaps up to 80% culture conversion reduction.
It is, that's why I simply gradually diplo-annex the vassal swarm and retain my RUS tag :)

Don't forget Adm Republic option for another -10% - it's tricky to get one, but if you pull it off, the conversion rate gonna be simply insane. I'm super excited about getting my hands on it.

Do you need liberal rebels for that?
That or just stay small and enact decision (Influence+Aristocracy) and change republic type once the required one becomes available. The first way is gambling, the second one implies huge opportunity costs. Staying small for a while is not *that* bad, though, since you can keep the most lucrative provinces youself while selling backwater stuff to your vassals.
That's theorycrafting, though, last time I thought about it I decided it was not really worth it; but another stacked modifier (such as fish) might tip the scales for me. Plus instant westernization also gonna save a fortune in MPs, hence it seems [more] viable to toss Aristocracy right after hitting the button to pick a better Idea Group for WC (i.e. Diplomacy/Religion/Exploration).

All in all, that sounds like a nice mental challenge - and that's all we need from strategy games :)

I am afraid my first 5 idea groups are set - Religious, Influence, Expansion, Diplomatic, Administrative. Also 20 provinces feels like being too small for Muscovy second idea group finished
