Hello,im playing with Ottoman Empire,i can cannot mobilze greek,bulgarian,albanian,serb people for war!?
how can i make of them soldiers???
And how can i send turkish colonist to colonise Greece or other countrys?

If you are playing with Revolutions, you can only convert non-national populations if you have a full-citizenship party in power (and pro-military or jingoist) and those POPs live in actual states, not colonies. In the Ottoman case this is perfectly historical - Christian populations were not brought into the military as regular conscripts until the Young Turk era.

As for sending colonists, that would only work if the territories were colonies, and as TUR's capital is in Europe, any new lands conquered in Europe will be considered states. It is possible to get POPs from say Anatolia to migrate to Europe if you do not expand RGOs once they become full and have full POPs (99,999K) but otherwise, it is very difficult to get POPs to migrate within a nation

I don't you can because Bulgerian, Greek, Serbian are not part of Ottoman Empire primary culture. In thus you are left with the Turk who are the only primary culture for the Ottoman Empire.

im now downloading Victoria empire under the sun,and in that part i made my troops form minoritate citizens!

are you playing with the Revolutions expansion or no? If no, then you should be able to convert POPs (those are the groups of population units that live in each province) provided you have the required materials to convert say a farmer POP into a soldier POP.

if you are playing with Revolutions, you should be able to convert non-national POPs to soldiers if you have a full-citizenship Party AND that party is either pro-military or jingoist in terms of its military policy. If it is anti-military or pacifist, you will still not be able to convert POPs (be they national or non-national) even though the party is full citizenship.

that ended in the mid-1600s, after about 1680 the devshirme was no longer collected.

Remember that even with Anti-Military, you can still recruit people during war.

in game terms its a bad idea to send turkish to greece anyway. poor RGO there means less money and a waste of resources. better to send your migrating pops to caucus region or maybe some lands you take from persia.
