I once played aragon. Soon I declared war on the Ottomans for annexing the pope-state. As the war porogressed, I waren't able to make peace with the ottomans. I had +11% on the offer peace and offered them a tribute of 300 ducats (much more than 11%), but htey refused. This ended in my government collapsing from war weariness. I think it's a bug that they won't accept peace, nor offer peace (The ottomans were the SDOTF). And another thing... As my revoltrisk increased, I took a look, in order to see how it was going on for the ottomans. They had lost Constantinople to the rebellions, and their revolt risk was on avarage 13%. They had an +11 from religion!!! That means they show no tolerancy towards sunni muslims (which is their state religion) That have got to be a HUGE bug!!

So your claimed bugs are:

1/ you had -11% on peace % (ie you were losing), you offered money to make peace which came to more than 11%, and it was refused.

2/ The OE diid not have their religious tolerance sliders set sensibly

Is that a fair summary? 1/ is not a bug, it does often take much more than the stated % to make them agree to peace; for 11% I would say you need in the 16-22% area for a good chance.

2/ I'm not sure about; certainly the AI is not good at this but it does have the advantage of having sliders for all religions at all times, unlike the player. The downside of this is that it doesn't have as much flexibility to set them as the player does.

Someone mentioned in the discussion forum where he once saw the Netherlands with 11% religion revolt risks in its state religion provinces. So it looks like this isn't a one-off problem. Unfortunately I cannot find the exact post on the main board.
