He may have just got done with a war, Spain, Portugal, and Venice seem to have lost large portions of their navies, particularly galleys.

They're extremely cheap, they probably have a ton of cash, and losing control of those straits is incredibly bad for them. Makes sense.
You are incorrect. Galley maintenance is stupid cheap. Going double or even triple your force limit isn't all that terrible if your economy is good. It's when you mix in other ships that *do* cost money and receive the penalty that you get in trouble (which the AI Ottos tend to do, but still, galleys *are* cheap).Pretty hardcore over the force limit, 70 ships over is not that cheap. Sure building them is cheap but eh... If compare to their rivals less than third of those ships should do the trick.
There were mention in the patch notes (or like?) that AI will try to defend important straits with more ships. And I suspect this is a result. Still 118 galleys bit much?

I built loads of galleys in my last OE game too. It's an effective tactic. Galleys are cheap, your force limit is high, and as long as you're in the Mediterranean, you will dominate. I don't see why the AI shouldn't do the same.
