Provence has +2 Dip. relations NI and +1 Dip. reputation, but they are in a very hard starting position.
I tried a lot of different starts with Provence. What worked out best was:
1. Occupy 3 English provinces and peace out for war reparations ASAP. That's quite a bit of money since England is filthy rich now. Improve relations with the ABC (Austria, Burgrundy, Castille). Fabricate a claim on Brittany.
2. Sell Barrois to Burgundy. That removes any hard feelings between your two nations and makes you small enough to join the HRE at 184 relations. You could also sell it to Lorraine, but then Burgundy will continue to hate you.
3. Marry the ABC when all relations are or close to maxed by waiting for one offer, offer Alliances to the other two simulataneously and accept their offers. Join HRE.
4. DOW and vassilise Brittany. France shouldn't have warned you by then. Your 10% starting morale bonus alone allows you to wreck them even without a good general.
Now you can rotate expansion into Aragon with Castilles help, into France with 2 or 3 of your allies and into Northern Italy all by yourself without Austria giving you grief.
It was actually my first AOW game in Europe that I played past the league wars and the only one i played till 1821.
Quite proud of my Rhine Confederacy clients, they built the second largest army in the world without ever getting any subsidies.
