This is an idea for an origin that I’ve wanted to see for a long time: starting off on a world that is not unified, where you are effectively playing as the hegemonic state on your world.
There’s a few ways this could be represented, some more involved than others. Whether or not the origin is considered to be a “challenging” origin (in other words, you just have the nerf of not having a full planet to start) is an open question.
The simples way to represent this would be a bunch of tile blockers, representing other nation states on your homeworld. The obvious thing to do will be to clear said blockers (some may be tech locked behind planetary unification tech), which will give you the usual rewards, plus pops. Ideally, you’d have multiple ways of clearing the blockers: do you diplomatically annex a foreign state, or just invade them?
However, the blockers could have benefits. For example, one blocker could represent your state’s military allies, providing you bonuses to allow production, naval capacity, etc. One could represent trade partners, providing all sorts of economic benefits. So, basically, you get much of the benefit of the pops represented by these blockers, without having to care for them.
Another possibility is that you would not want to unify the planet, and reap the cultural benefits of not homogenizing your planet.
Another possibility is that these other nations, if let independent, might occasionally establish colonies of their own. If in a system you control, this could be represented by a high tech ‘primitive’ world like the “Fear the Dark” origin has. Or they could establish full on independent empires beyond your borders.
